New York City has come under attack from a band of humanoid cannibal sewer dwellers, who are terrorizing innocent people all over the main island. The city’s only hope for survival comes in the form of police officer named Bosch (Christopher Curry) who is skeptical of the government’s involvement with this event and the way it has been covered up by the local media. He is aided in his attempt by reporter George Cooper (John Heard) and his girlfriend who also want to get to the bottom of this horrifying and potentially catastrophic mystery. They will end up risking their lives to expose the true nature and creation of these mutants, and will also need to find a way to stop them.
