Atlas (Lou Diamond Phillips) is the Sheriff of Reliance, New York where a new carnival lead by Caprini (Alan C. Peterson) has just arrived. The town pastor Owens (Vlasta Vrana) believes that carnival is a sin and warns against it but it still goes on as planned. Unfortunately a beast from the carnival escapes and starts killing the people in the town. The local people wants to find the beast and kill him in retribution. It is on Sheriff Atlas to kill or catch the beast before it kills more people or before more people get killed while trying to kill it.
