Los Angeles cop Danny O'Brien (Chuck Norris) is known simply as "Hero" for his take-down of one of the worst serial killers L. A. has ever seen: Simon Moon (Jack O'Halloran), also known as "The Terror." Ever since the arrest, O'Brien has been bothered by one thing; that the take-down was a complete fluke. When Moon escapes from jail, O'Brien is back on his trail, and finally has the chance to feel as if he really earned his nickname and reputation. With so much riding on this for O'Brien, will he be able to successfully track down "The Terror" a second time and finally earn the credit and glory he earned for the first arrest?
