Although he is only an illiterate medicine show sideman, Georgi (Danny Kaye), wanders into a town and is mistaken as the Inspector General. Normally only trying to fool people into buying snake oil, Georgi goes along with them when they misunderstand why he has come to their town. The town's corrupt inhabitants have been using the money owed to the Czar for their own purposes. So when they believe Georgi has been sent by the Czar to investigate their corruption, he is welcomed with open arms. The town's people wine and dine him, hoping he will be won over by their hospitality. And once they have him good and drunk, they believe he will think he has already evaluated them and return to the Czar with a good report.
