Colonel James Braddock (Chuck Norris) finds out that his spouse and their son are still living in Vietnam under the Communists. The CIA does not want Braddock to travel there because he may incite war. Yet he goes to Saigon, where he the military people want to capture him for his alleged war crimes. General Quoc (Aki Aleong) finds out that Braddock is there, surprises him, and tries to torture Braddock and the boy after shooting his wife. But Braddock escapes. Enraged, Quoc kidnaps a lot of abandoned kids. Braddock tries to free all the children.
