When Cliff Garret (Chuck Norris) is severely wounded in a drug bust, he is declared dead and given a new life. Garret's new life is under the name of Danny Grogan, and his new identity is a deep cover hitman, assigned to infiltrate Marco Luganni's (Al Waxman) gang and create a showdown with French Canadian mobster Andre LaCombe (Marcel Sabourin). The goal of this assignment is to bring them both down, but when Grogan becomes friends with Tim Murphy (Salim Grant), a kid living down the hall from him, things change. Ronny Delany (Michael Parks), the corrupt partner of Cliff Garret who wounded him, threatens the life of Tim to get at Grogan. But Grogan gets the job done, and then goes after Delany.
