In this sequel to Delta force, Ramon Cota (Billy Drago) is in control of the Colombian drug running world. Col. Scot McCoy (Chuck Norris) and his partner Chavez (Paul Perri) bring him in. But Cota makes bail and flees the country. Unfortunately, Chavez furiously lashed out at Cota while in court, which angered Cota and in revenge he has Chavez's wife and child murdered. Chavez decides to go after Cota in a personal vengeance mission but fails. He is tortured and killed. In another attempt to bring Cota in, three DEA agents are sent in to capture Cota. But instead they are captured and held hostage. Cota is expected to execute them soon. The DEA makes the decision to send in the Delta Force. An angry McCoy must go in, rescue the hostages, and bring Cota down without letting his personal feelings against Cota get the best of him.
