The main storyline of the film is Dick Tracy's efforts to bring down Big Boy Caprice's gangster empire. Secondary story lines follow Tracy's love triangle with Tess Trueheart (Glenne Headly) and Breathless Mahoney (Madonna), and Tracy's rescue of a young orphan boy, The Kid (Charlie Korsmo). All this becomes quickly tangled when Tracy finds himself framed for the murder of the District Attorney (Van Dyke), and Caprice's empire begins to take over the city itself. Big Boy Caprice (Al Pacino) runs a ruthless gangland empire in his town, having just risen to the top by killing off the previous gang lord. Determined to stop him and the new wave of criminal enterprise is detective Dick Tracy (Warren Beatty). When Dick becomes involved in the fight against Big Boy, he meets a Breathless Mahoney (Madonna), a lounge singer at one of Big Boy's clubs who has the information needed to take down Big Boy and his minions. As Breathless begins to fall for Tracy, his life becomes more entangled as his long-suffering girlfriend Tess Trueheart begins to doubt her life with him. Even more trouble awaits Tracy when Big Boy frames him for the murder of the local District Attorney (Dick Van Dyke). Can Tracy save himself and take down Big Boy? But more importantly can Tracy reconcile his love for Tess?
