Serpentor (Dick Gautier), the new leader of Cobra, is told by a mysterious intruder into the Cobra compound, Pythona (Jennifer Darling), that he needs to pursue the newest technology of the G. I. Joes. When the Joes are testing the Broadcast Energy Transmitter, the one that Serpentor wants, he leads an assault on them where he is eventually defeated and captured by Duke (Michael Bell), leader of the Joes. Cobra Commander (Chris Latta), Serpentor's rival for command of Cobra, retakes control over the organization with a group of Joes in pursuit. The Joes are captured and find themselves in Cobra-La, where they learn the origin of both Cobra Commander and the Cobra-La civilization. Golobulus (Burgess Meredith), the leader of the Cobra-La, then tries to destroy humanity by freeing Serpentor from captivity because of Lt. Falcon's (Don Johnson) laxness on duty. He then places him back at the head of the Cobra forces, with strict instructions to complete the destruction that Cobra Commander always failed to complete.
