Woody (Michael Crawford) is a comic book writer who goes to Paris to visit his friend, Harry (James Hampton), who works for the CIA. When Harry sends Woody on a simple courier mission, Woody is mistaken for a CIA operative. On this mission, Woody meets the beautiful Natalia (Barbara Carrera), who then requests his help in her defection. In his attempts to help her, Woody transforms into Condorman, the comic book hero he writes about. During this time, Natalia's ex, a KGB agent by the name of Krokov (Oliver Reed) learns of her plans, and he sets his agents against Condorman to prevent him from helping Natalia to escape. Will Woody (Condorman) be able to get Natalia safely out of the country before Krokov or his agents get to her?
