Elizabeth (Karen Dotrice) and Rodney (Matthew Garber) are two children who spend the summer visiting their grandfather D.J. Mulrooney (Walter Brennan). They decide to have a picnic in Redwood Forest, and while there, Elizabeth and Rodney meet Jasper (Tom Lowell) and Knobbie (Walter Brennan), two gnomes who are looking for more gnomes like them. D.J. and the kids are sympathetic to their pleas for help in this search, and they take the gnomes with them on what soon becomes an exciting and unpredictable trip. D.J. is put into a mental institution for claiming that he sees gnomes, and Jasper and Knobbie are taken by Horatio Quaxton (Sean McClory), a showman that wants the gnomes for his show.
